The panel included Lea Marquez-Peterson, Chairwoman-Arizona Corporation Commission, Elizabeth Leibold P.E, CPM, CFM, Storm Water Management and Flood Plain Administration, Gary Brasher, Ground Water User board for Santa Cruz County and Sharon B.
